Office of Acquisitions, ORF (OA-ORF)

The Office of Acquisitions (OA), Office of Research Facilities Development and Operations, supports biomedical research by providing contracting solutions to secure required architecture and engineering, construction, real estate leasing, and facility support services. Responsibilities are divided among the Office of the Director (OA-OD) and four branches:

Real Estate Contracting Branch (RCB)  –  Pat Rice, Branch Chief
Provide real estate contracts and services for the National Institutes of Health including lease hold purchases of real property. 

Architecture, Engineering, and Construction Contracting Branch (AECCB) – “Silver Branch”, Leo Ludovici, Branch Chief –  
“Blue Branch”,  Mona Parikh, Branch Chief   “Red Branch”,  Aaron Crawford, Branch Chief
Provides A/E services, construction services, and any other services as may be required to support construction efforts.

Facilities Support Services Contracting Branch (FSSCB) – “Yellow Branch” Amenda Fair, Branch Chief  – “Green Branch”  Richard O’Neil, Branch Chief
Supply contractual support services for all facilities, repair, and maintenance for the National Institutes of Health.

Policy Support and Quality Control Branch (PSQCB) – Daniel Hall, Branch Chief
Provides procurement policy guidance and conducts internal reviews. Also responsible for vendor invoicing.
